The capital is deposited in Folketrygdfondet, and the investments are made in Folketrygdfondet's name.

Parliament
Has established the formal framework conditions in the Government Pension Fund Act and Folketrygdfondet.
Ministry of Finance
Has overall responsibility for the funds and sets the framework for its management.
Board of Directors
Has responsibility for management of the funds. The external board has delegated operational management to Folketrygdfondet's CEO.
